在xilinx网站上找到了，可惜他说需要pack1，但是在xilinx网站上只能找到pack2

General Description:
After downloading a bitstream to the device using iMPACT H.38 and PAR IV cable and disconnecting the cable, I start XMD by opening a EDK Cygwin Shell and running "xmd".
When connecting to the cable using "connect ppc hw", I receive the following output:

Solution 1:
This problem has been fixed in the latest EDK 7.1i Service Pack available at:
http://support.xilinx.com/xlnx/xil_sw_updates_home.jsp
The first service pack containing the fix is EDK 7.1i Service Pack 1.

If the service pack does not resolve your problem please refer to (Xilinx 18265).

就是download bitstream的时候出现这个问题.
