问题求助Error:Bitstream:98 Error, Bitstream, 求助

遇到这样的问题，都好几天了，不知道怎么办：

（直接在FPGA上配置*.bit文件，不外带PROM），出现问题： 连接电缆成功，programming不成功， ..在做verifying时出错： Error:Bitstream:98-there are 383479 difference. Error:iMPACT:395-The number of difference is 383479. ..IDCODE loop completed successfully 10000 times. 请问：这是说我硬件上有问题呢，还是在生成Bitstream时有问题？

 我的板子是SPARTAN 3E START KIT  没有JTAG线，直接用USB接口下载的，我借用了人家的JTAG线也是不成功，请问如何才能解决这个问题，是不是我的板子有问题？我可还没用过啊
